I think a formal system of declaring war and raids by using commands would be helpful to prevent people from simply running around in factions shooting and killing as they see fit, this system would tie in to the reputation mechanics as well, my suggestion is as follows:
Use of a command to declare War and Raids - This enables a timer for the action and during a state of war between two or more factions, factions should be able to join in an ongoing war by picking a side with an assist, allowing for wars to spiral into large server-spanning conflicts, also allowing factions to forge alliances and assist each other when it suits them.
No reputation loss for killing during War and Raids - This would give people an incentive not to kill one another outside of war, and to actually declare wars instead of just sniping one another and turning the map into a mini DayZ server.
No Damage to bases unless a Raid is called - If we get a base building system like the last server, then you should prevent damage to structures unless a raid is declared AND should prevent a raid from being called while the base owner is offline, last time the offline raiding of bases made it completely hopeless to try and do anything with the base building system, since you could spend all day building and you'd log back on the next day to see it all completely destroyed. It would make sense if the owner of a base doesnt log on for some time that their base should unlock and become raidable even without them online.
