The Enclave traces its origins to the highest echelons of the pre-War United States government, military, and corporate elite—those who anticipated the Great War and ensured their survival through vast underground installations and secured offshore facilities. When nuclear fire consumed the world, the Enclave did not perish with the nation; instead, it withdrew, preserving its command structures, advanced technology, and ideology. To them, the Enclave is not a faction born from the ashes—it is the continuation of the United States itself, unbroken, lawful, and legitimate, while all others are merely remnants of a failed society.
In the centuries following the Great War, the Enclave emerged from the shadows to reclaim what it believes is rightfully theirs. Armed with power armor, energy weapons, Verti-birds, and pre-War scientific superiority, the Enclave pursued a vision of restoration through control rather than cooperation. The wasteland’s mutated inhabitants—ghouls, super mutants, and even irradiated humans—were deemed impure and unfit to inherit the future. This belief drove the Enclave’s ruthless policies, including population purges, forced experimentation, and attempts to reshape the world through extreme measures, all justified as necessary steps toward rebuilding a “true” America.
