Gadgets would be equip-able items separate from armour and weapons that that provide additional abilities or effects. These items would degrade over use, and would require resource investment to repair, helping to stimulate the flow of resources/caps.

Stealth-Boy
Stealth Field, When used turns user invisible, degrades quickly over-time, invisibility effectiveness determined by AGL

Pip-Boy
Provides VATS, unable to use VATS otherwise, item degrades with continued use and requires repair. This fits with fallout lore as VATS is a feature of the Pip-boy, and most people do not have Pip-Boys.

Auto-Injector/Medicine Pump
Automatically injects a stimpak when at 50% Health, Automatically injects Super-Stimpak at 25% health. Allows you to heal mid-combat without touching inventory.

Rebreather
Allows you to breathe underwater and provides radiation resistance. Present in lore in New Vegas and Fallout 3.

Backpack

Grants extra Inventory slots (I know this is a thing in most inventory systems and will probably be on the server but still worth mentioning here).

Blood Cleanser

Reduces Addiction Chance, Grants slow passive health regen, Grants slow passive radiation removal.
